I paid for 3 hours at 12th street because the sign said 3 hour parking 7-10PM M-Sat. Apparently I didn’t notice that it went to 2 hour parking 10-12…..the sign had 2 hour 6 am - 4 PM, no parking 4-6 PM, 3 hour 6-10 AND 2 hour 10-midnight. How the FUCK are people supposed to decipher this bullshit. Fuck them. They are not getting a single red cent from me. The gave me two goddamn tickets for a total of 112 bucks

In my West Philly neighborhood, I thought that some areas are two hour parking and some are not. Generally, I just steer clear of the two hour parking areas, but it was late I was tired and I knew I was leaving early in the morning. But, apparently it goes further. Some areas are two hour parking until 6 pm. Some apparently are until midnight? Some are on the weekends some not. What is the use of that other than to PURPOSELY confuse people into making parking violations?

Apparently, there was a snow emergency declared when it snow/slush/rained this past thursday. My car was towed from Broad street (because that’s the evacuation route) and moved to a side street. I guess that’s fair, had I had any idea that there was an “emergency.” The thing that pisses me off is they also found it necessary to issue me TWO tickets, 19 minutes apart, for parking during said emergency at $76 a pop. Hey PPA, just wanted to say thanks for your new ticketing strategy in Queen Village. I really love that you’ve decided to stop street cleaning and instead turn the street into 2 hour parking. I also appreciate the fact that you’re doing this with no notice whatsoever. It’s fun for me to park my car in a free spot and then find out that I’ve racked up 4 tickets 3 days later. At least give the meter readers a broom so they can do something useful while they’re out waddling around.

Want to put a meter out of order? Rumor has it that if you cut a gift card (cutting off your name of course) and shove it in the slot (the slot that looks like a credit card) that it will put the meter Out of Order.
* I believe this is illegal although it does not damage the meter.

Have to contest a ticket? Here are some tips to improve your chances of winning.
1) Be nice. Seriously. The old saying “you get more bees with honey” truly applies and is sometimes the only thing required to win a case. Remember there are 100s of angry people who are going to scream and yell at these “judges” all day. Don’t be that person and your odds greatly improve.
2) Bring evidence. Photos, video, friends, etc.
3) Ticketed for something involving distance (ex: too close to a fire hydrant)? Learn how to take a photo/video at the right angle to make it look like you’re further away from the point of violation.
4) Make shit up. No friend was with you when you received the ticket? No problem! The PPA doesn’t know that they weren’t present. Grab a friend, make up a story and your “evidence” is almost assuredly enough to get you off.
5) Photoshop*. The holy grail of techniques. If you know how to use Photoshop you can win pretty much anything other than an expired meter on this tactic alone. Parked in a loading zone? Simply remove the loading zone signs, or clip your car out entirely. Too close to a hydrant? Clip that thing and move it down the street, or clip your car and move the car. You get the idea….
* This tactic is reserved for advanced PPA haters only.
I seriously end up paying roughly 1 out of every 4 - 5 tickets I get using the techniques above. Good luck fellow Philadelphians! PPA employees…..you all can go fuck yourselves.

I received a parking ticket. I’m fine with that. I deserved it. But the fact that PPA has tagged on a $2.50 processing fee for web payments is both ludicrous and fundamentally insane. I know how the payment processing industry operates. I’ve worked in it. And you charging $2.50 for a payment process that costs you mere cents on the dollar to Visa and/or MasterCard is criminal.
Look, I know the city is in debt and times are tough and all that, but squeezing an extra $2.50 out of hard working Philadelphians is dirty. It’s just dirty. This practice will only keep people away from the city. That’ll help boost local business and tourism, right? RIGHT?
Offering a web payment option is supposed to be about convenience, right? RIGHT???? Yet you skim me out of $2.50 (on top of a $51.00 ticket) for processing that, as mentioned, can only cost you a few cents to Visa or MasterCard.
Customer disservices like these are what shape public opinion of the PPA. I don’t really need to get in to what the public thinks of the PPA though… you know what we think. Anyway, I hope my $2.50 processing fee goes towards processing a PPA employee’s pink slip due to “tough times.”

The processing fee is a fee that covers the credit card processing fees the Authority pays to be able to offer the convenience of accepting credit cards. Anytime a payment is made with a credit card, the Authority must pay our vendor a percentage of the money collected, therefore we needed to start charging a fee, just like many other companies (Water Dept., Board of Taxes & Revisions and so on) to cover our costs.
This fees covers that cost, we do not make any kind of profit off of this fee. As much as we did not want to charge a fee, once we looked at the amount of money we were paying in processing fees, because paperless transactions have become so common, we had no other choice.
Hopefully this clears ups any misunderstandings you may have had of our process.

3) Ticketed for something involving distance (ex: too close to a fire hydrant)? Learn how to take a photo/video at the right angle to make it look like you’re further away from the point of violation.
4) Make shit up. No friend was with you when you received the ticket? No problem! The PPA doesn’t know that they weren’t present. Grab a friend, make up a story and your “evidence” is almost assuredly enough to get you off.
5) Photoshop*. The holy grail of techniques. If you know how to use Photoshop you can win pretty much anything other than an expired meter on this tactic alone. Parked in a loading zone? Simply remove the loading zone signs, or clip your car out entirely. Too close to a hydrant? Clip that thing and move it down the street, or clip your car and move the car. You get the idea….

I seriously end up paying roughly 1 out of every 4 - 5 tickets I get using the techniques above. Good luck fellow Philadelphians! PPA employees…..you all can go fuck yourselves.

why do I have to take a day off work to contest a ticket at a broken meter? PLUS I appealed it and got a letter that it was checked out and working properly…Went back and it was still broken. Took a phone video and won the case. AND it only cost me a days vacation. Thanks!

I received a parking ticket. I’m fine with that. I deserved it. But the fact that PPA has tagged on a $2.50 processing fee for web payments is both ludicrous and fundamentally insane. I know how the payment processing industry operates. I’ve worked in it. And you charging $2.50 for a payment process that costs you mere cents on the dollar to Visa and/or MasterCard is criminal.
Look, I know the city is in debt and times are tough and all that, but squeezing an extra $2.50 out of hard working Philadelphians is dirty. It’s just dirty. This practice will only keep people away from the city. That’ll help boost local business and tourism, right? RIGHT?
Offering a web payment option is supposed to be about convenience, right? RIGHT???? Yet you skim me out of $2.50 (on top of a $51.00 ticket) for processing that, as mentioned, can only cost you a few cents to Visa or MasterCard.
Customer disservices like these are what shape public opinion of the PPA. I don’t really need to get in to what the public thinks of the PPA though… you know what we think. Anyway, I hope my $2.50 processing fee goes towards processing a PPA employee’s pink slip due to “tough times.”

AND THE REPLY (hey, at least I got one - but not like it does me any good):
The processing fee is a fee that covers the credit card processing fees the Authority pays to be able to offer the convenience of accepting credit cards. Anytime a payment is made with a credit card, the Authority must pay our vendor a percentage of the money collected, therefore we needed to start charging a fee, just like many other companies (Water Dept., Board of Taxes & Revisions and so on) to cover our costs.
This fees covers that cost, we do not make any kind of profit off of this fee. As much as we did not want to charge a fee, once we looked at the amount of money we were paying in processing fees, because paperless transactions have become so common, we had no other choice.
Hopefully this clears ups any misunderstandings you may have had of our process.

May I ask why I am required to pay $2.50 per ticket to pay online? What exactly is that money going towards? I’m damn sure an online payment is more convenient for you than receiving a check, so please - enlighten me.
For now I’ll assume it’s because you hate trees and the environment. Otherwise, it’s just because you are a bunch of a-holes, right?

Fuck you - we are tired of your racket. You have effectively pushed our business out of Old City. Its time someone called you out on the well know bullshit. Contesting a ticket is like getting a prison backrub in the lunchroom. You make it such a pain in the ass people are willing to pay their tickets since they can’t afford to take off work.
It seems with an even tougher economy you have really ramped up the paper rapings. Thanks for adding fuel to an already hostile city.
